The man who calls himself Phaeton is a powerful sorcerer who has been around for sometime, though none can say exactly how old he is, he has owned land in Washington since the Civil War era. Although he never held office in the government himself he has been a close friend and confidant of many government leaders, including presidents and supreme court justices. He is a potent magic user, though he has never been a part of the White Council, which he claims is due to personal disagreements with prominent council members. Instead Phaeton is a well-recognized and prominent participant in mortal secret societies, most notably the Masonic brotherhood. Although he finds the rudimentary understanding of magic shared by the Masons amusing, he claims that his Brothers are kindred spirits and he enjoys listening to their ideas.

As a long standing and respected member of the elite circles of the City of Washington, Phaeton was selected by the signatories of the Unseelie Accords and clued in members of the Illuminati as keeper of the National Mall and the government buildings at the heart of the nation’s capital. Phaeton has been invested with power and authority to police these areas and keep them clear of supernatural conflict and meddling. The White Council alone opposed to Phaeton’s nomination to this position of authority, accusing him of being a Lawbreaker, but since no evidence was offered this was dismissed as nothing more than an overly suspicious attitude the Wizards generally have towards any powerful magic users who have refused membership in their society.

Among the community of magical adepts in D.C. Phaeton has a reputation for being significantly less rigid about the laws of magic than the White Council. He is known to harbor the opinion that there are times when the Laws of Magic must be broken for the greater good. All the same he says he supports the Wardens of the White Council and any who recklessly infringe on the laws of magic should answer for their greed and carelessness. Still many of D.C.’s lesser users of magic see Phaeton as a possible alternative to the tyranny of the White Council, and many have formed alliances and deals with him, some even could be considered his followers. Although this faction has no formal organization or name, there is no doubt that Phaeton has plenty of contacts who will jump at his command. The very presence of this growing faction threatens the authority of the White Council and could potentially present a serious obstacle to the White Council’s rule if it continues to grow unchecked.
