Washington D.C. is home to the Federal Government of the United States and the majority of people working there are either government employees or connected to the government in some way. Numerous federal agencies are headquartered here, and the Washington technocrats who run these agencies make decisions that impact that entire nation. It is little wander that both mundane and supernatural power-mongers seek to control these agencies in D.C.
Very few people in the government have any idea who is really pulling the strings and setting the agendas they are carrying out every day they show up to work. The government is for the most part oblivious to the supernatural forces operating around it and attempting to push or pull it in one direction or another. Even in intelligence gathering and law enforcement agencies few are aware that there even is a paranormal side of reality.
There are a few exceptions to this general rule, of course; individuals inside the government who in one way or another have come into contact with the supernatural. There have been rumors of a division of the C.I.A. attempting to use psychic powers to enhance their intelligence-gathering capabilities, for instance. Then there is supposed top secret agency known only as the Men in Black, supposedly existing to monitor and defend the mortal world from supernatural threats. The F.B.I is actually known to have a real-life X-Files (for lack of a better name) division: a special agent assigned to investigate cases of paranormal activity.
Agent David Anderson is the agent currently assigned to handle the unnamed X-Files who truly believes in the mission of the Bureau, but also is convinced that the agency will never be able to do it’s job affectively until it acknowledges the existence of supernatural threats. Unfortunately Agent Anderson’s superiors do not accept the veracity of witnessed supernatural described in his reports. At times these superiors shut down Agent’ Anderson investigations altogether, as if they did not want the certain mysteries solved. This causes David to suspect that there are others within the Bureau who know about the existence of paranormal threats but are actually in league with whatever mysterious powers lie behind them.
