The Pact of Luna

This gang of werewolves led by Davonne Savage, a charismatic young warrior from the streets and former Crips member, seeks to use the tactics of the criminal world against them and employ their knowledge of the hidden world to stave off supernatural threats to their territory. The Pact has outlined much of north D.C. around Rock Creek park as their territory and have made it off limits to other supernatural entities, particularly the Red Court. They have made it clear, however, that they expect even mortal wizards to honor their claims.

Even the White Council must admit that the Pact has done a good job of protecting those living in the land they claim as their own, but many are concerned about who watches the watchmen and worry that these reclusive, stand-offish, hot-headed werewolves might to too far or get one of themselves or other innocent bystanders killed. Despite these concerns Davonne has assured the others he knows what his is doing and that if the White Council knows what is best for them and their precious city they will not move against him.
